Strategy built with people, not just for organizations
PCS is a certified Womens Business Enterprise that values and embeds diversity in our personnel, services, and our consulting approach.
What makes us different
We started PENN Creative Strategy because we kept seeing the same pattern:
Smart people. Strong missions.
Plans that looked good on paper—and fell apart in practice. Not because leaders didn’t care,
but because the hard conversations never really happened.
Our work is grounded in facilitation—not as a soft skill, but as a rigorous discipline. We’re trained to work with power, conflict, and difference. To surface minority voices. To help groups stay in the room when it would be easier to avoid what matters.
Over three decades, we’ve worked alongside nonprofit and foundation leaders through growth, contraction, mergers, leadership transitions, and moments of reckoning—long before these challenges had hashtags.
How We See the Work
We believe strategy is a human process before it’s a technical one. Plans fail not because people don’t care, but because the systems they’re working in make it hard to see clearly, decide together, or act sustainably. Our role is to help groups slow down enough to understand what’s really happening—and then move forward with intention.
In practice, that means we:
- listen closely to what’s being said and what’s being avoided
- notice how power, voice, and decision-making show up in rooms
- design participatory processes that make space for lived experience
- balance structure with responsiveness, so conversations can go where they need to
We pay attention to the moments that usually get rushed past—because those moments often hold the key to real change.
What It’s Like to Work With Us
Clients often tell us they feel relief early in the process.
Relief because someone is holding the container.
Relief because hard things can finally be named.
Relief because they don’t have to have it all figured out before starting.
When we work together, you can expect:
- facilitation that is calm, intentional, and deeply prepared
- questions that surface patterns rather than symptoms
- processes that invite participation without losing momentum
- a balance of honesty and care—even when the work is hard
We bring expertise and tools, yes—but we also bring presence. We’re paying attention to the room, the relationships, and the system at all times.
Why We Do This Work
We’ve seen what happens when people are asked to change without being heard.
And we’ve seen what’s possible when organizations make time to think together—to name what’s true, decide what matters, and move forward with integrity.
That’s why we do this work.
Good strategy doesn’t just point the way forward.
It helps people believe they can get there—together.
If you’re ready to invest in taking your organization to the next level, let’s talk to see how we how we can partner to create a better world!
Our Values

Listening & Curiosity
We ask generative questions to provoke insight and movement, acting as supportive coaches to our clients.
Learning & Unlearning
We seek out new ideas and challenge the status quo because improvement is not a destination, it’s a state of being.
